When Commissioned started off all those years back I was somewhat bemused to how completely they were prepared to clone the Winans. Now this LA team emerge with a sound which, surprise, surprise, is perilously close to the Winans. Maybe it's just that lead singer Wayne Anthony, once a lead singer for the James Cleveland Singers just happens to have the same rich baritone vocal chops as Marvin Winans but producer Patrick Henderson seems to have done all he can to underline the similarity with a set of mildly funky and sweetly soulful ballads. With the Winans woefully under-recorded these last few years Ph Factor may indeed find a market of CD buyers and this album despite its utter unoriginality, has plenty of nice moments.
