Comment:	It's not 'permisson' that artists need. It's financial backing, mentoring, support, expertise, promotion. Sure, anyone can put together their own CD at home with limited equipment, but its an entirely different matter getting the music out there and heard. And there are more than enough decent bands and singers out there to prove that a lack of creativity isn't the issue.
