A band puts out its first album and 20 years and 20 albums later they're one of the most popular bands ever. Another band may put out a self-titled EP and that's all. I think Jerusalem belong in the former group, but I don't know whether they should still be making albums. There's nothing wrong per se with 'Those Were The Days', but did they really need to record it? Gone are the days of "Sodom" and "Dancing On The Head Of The Serpent" and valiant attempts to reproduce these songs (notably "Our Love Was Dead" and "I'm Still Alive") aren't asked for or needed.
